Professor Anthony B. L. Cheung GBS, BBS, JP was President of the Education University of Hong Kong (then known as Hong Kong Institute of Education) during 2008-2012. He laid the foundation for the Institute’s retitling by championing an “Education-plus” vision.

From July 2012 to June 2017, he was Secretary for Transport and Housing of the Hong Kong SAR Government and, in that capacity, Chairman of the Hong Kong Housing Authority, Chairman of the Hong Kong Maritime and Port Board, and Chairman of the Hong Kong Logistics Development Council.

Professor Cheung re-joined the Education University in 2018 as Research Chair Professor of Public Administration and has since early February 2023 become an Advisor (Public Administration) of the University.

Professor Cheung holds a PhD degree in Government from the London School of Economics and Political Science, UK. His research has focused on governance, public administration, and public policy. He has published 17 authored/edited books, and some 115 refereed journal articles and book chapters, and delivered numerous keynote presentations and conference papers. He co-founded the Asian Association of Public Administration in 2010 and served as its President in 2012.

Among his many public service roles, Professor Cheung had served as a Non-Official Member of the Executive Council (2005-2012) and Chairman of the Hong Kong Consumer Council (2007-2012). During 1995-97, he was Member of the Legislative Council.

Since stepping down from government office, Professor Cheung has been appointed from November 2017 as Chairman of the Committee on Self-financing Post-secondary Education, and Member of both the Education Commission and University Grants Committee. During 2017-18, he chaired a government task force to review self-financing post-secondary education.
